Position Summary The VP, Procurement and Preconstruction role will manage the transition of CleanCapital’s development projects and portfolio into the construction group, support new-build assets in the acquisitions stage, strategize on company procurement practices, and review and assess upcoming shifts in labor and material markets.
Core Responsibilities: Procurement Duties Developing procurement strategies that are inventive and cost-effective.
Sourcing and engaging reliable suppliers and vendors.
Negotiating with suppliers and vendors to secure advantageous terms.
Reviewing existing purchase orders and contracts with suppliers and vendors to ensure on-going feasibility.
Building and maintaining long-term relationships with vendors and suppliers.
Approving purchase orders and organizing and confirming delivery of goods and services.
Performing risk assessments on potential contracts and agreements.
Controlling the procurement budget and promoting a culture of long-term saving on procurement costs.
Overseeing and managing the IT systems that track shipments, inventory, and the supply of goods.
Overseeing and managing storage and handling of all goods.
Performing analysis of relevant legislature and the effect on purchase order language, material sourcing, etc.
Preparing procurement reports.
Preconstruction Duties Coordinate detailed estimates (conceptual, schematic, design development, construction) with the internal engineering team and external experts.
Assemble cost estimates including general conditions, special conditions, insurance and bonds.
Prepare RFP bid packages and coordinate bidding process, including Q&A and site visits.
Review and descope RFP bids, including assuring that the estimates, including general conditions, are accurate, complete and reflect the actual requirements of the project.
This includes assuring that there are an adequate number of qualified and financially sound subcontractor proposals received and evaluated.
Plan and lead the preconstruction strategy meeting on the approach to the project or estimate.
Assure that potential risk factors have been evaluated and reviewed with senior management Maintaining subcontractor evaluations utilizing the Financial Review form provided by the Treasury Department.
Review contracts and major purchase order for compliance with the documents and the estimate.
Coordinate and assure that a preliminary construction schedule has been developed for each estimate.
Provide monthly cost analysis for all active preconstruction assignments and manage to preconstruction department budgets.
Organize and lead the transition meeting between the development and the construction team Visit potential projects to verify site conditions , meet with prospective bidders, meet with landowners, etc.
Keep current on changes and trends in methods of construction and materials, construction costs, wage rates, fringes and working rules.
Identify and qualify new material suppliers and subcontractors and place into subcontractor database.
Education Requirements Bachelor’s degree in engineering, construction management, supply chain management, or logistics preferred.
Technical Skills and Experience 5-7+ years of experience in the following areas: Estimating, scheduling, budgeting/cost control, financial reporting, and client relationship Success in managing preconstruction process for major, complex projects.
Using procurement software and databases In-depth knowledge of contracts, invoicing, and negotiation terms Must have previous experience as a Procurement manager and/or Preconstruction manager Psychosocial Skills /Human Skills/Behavioral Skills Must have the ability to define issues, analyze problems, evaluate alternatives, and develop sound conclusions.
