Senior Network Security Engineer

Position Summary: ABSC is seeking an Senior Network Security Engineer with a Top Secret clearance supporting an exciting mission with the Naval Surface Warfare Center, Dahlgren Division (NSWCDD), located in Dahlgren, VA.
In this role you will be providing engineering tools, services, and support to improve efficiency in the development, management, and delivery of tools, data, information, and knowledge base to a wide range of customers, including the DoN, DA, DAF, USMC, and USCG.
You’ll be focusing on the design, development, sustainment, and enhancement of web-based applications, systems engineering tool environments, and the infrastructures supporting those environments as NSERC continues to deliver secure cloud services that support the warfighter mission.

Provide support on container orchestration platforms, to include Kubernetes and Docker containers.
Maintain the network, system architecture, cloud services and its configuration that includes the following: Networks, Virtual Infrastructure, Site to site connectivity, and Data Storage (e.
g.
Storage Area Network (SAN), Network Attached Storage (NAS), MS Azure BLOB, AWS S3, etc.
) Develop and implement plans for any major change or capability to include Continuity of Operations Planning (COOP) implementation, system architecture and reconfiguration, migrations, and upgrades.
Support and maintain enterprise system and technologies such as Domain Name System (DNS), Active Directory, Operating Systems, Internet Information Service (IIS), SQL Server, systems management, Systems Security, Firewalls, networking, Load Balancing, Clustering, cloud services, and other failover and optimization technologies.
Support includes such activities as: installations, break/fix, performance optimization, patching, availability, upgrades, and migrations.
Communicate with the Government to receive approval for proposed activities to include the scheduling of appointments for vendor provided demonstrations, installations, systems maintenance, trouble calls, and training.
Escort, provide information to support, and record work performed by any vendor's technical representative.
Develop SOPs that adhere to Department of Defense (DoD), DoN, cybersecurity policy and operating standards relating to: patch management, backup strategies, operating system deployments, networking equipment and software, operational support, and Government cloud services.
Develop and maintain technical drawings for network architectures and each hosted solution, from network layer to the middleware layer, to include ports and protocols.
Maintain the NSERC system with a targeted uptime of at least 99.
9%, which is equivalent to a maximum downtime of 8.
75 hours per year or 45 minutes per month.
This does not include external factors that are beyond NSERC’s control nor any regularly scheduled maintenance periods.
Proactive measures shall be achieved in order to maintain this level, which would include: monitoring hardware and systems for issues, maintaining latest firmware, performance monitoring, environmental monitoring, etc.
All outages including internal and external are to be documented in an outage report and recorded where designated providing details of said outage.
Develop, implement, and practice, on an annual basis, enterprise level contingency plans for National Institute Standards and Technology (NIST) 800-53 compliance that include: Information System Contingency Plan; COOP; high availability failover; large scale storage and disaster and failure recovery; full system recovery for physical and virtual assets; and full-scale disaster recovery planning.
Provide resource usage monitoring, reporting, alerting, and trends, such as: storage, compute, and networking.
Maintain system logs for Government review and audit of all system events including: logins, configuration changes, startup, shutdown, backup, software and hardware failures, replacements, maintenance, web authentication, security updates, and patches.
System logs will be archived after thirteen (13) months at the beginning of each month.
Desired Experience for this Role: Two (2) years’ experience leading middleware and/or infrastructure support teams.
Five (5) years experience in WAF device configuration and implementation.
Ten (10) years of experience in information security with focus on network, application and architecture, in large multi-platform environments.
Knowledge of multiple IT environments including server and cloud-based platforms.
Knowledge and comprehension of secure build techniques, tools and practices of DISA Secure Technical Implementation Guidelines (STIG).
Extensive knowledge and experience in network configuration and network security.
Including configuration and management of network switches, firewalls, VPN, DNS, and routers.
Prefer knowledge and experience with Juniper and Cisco.
Experience in the setup and management of Virtual and Cloud-based networks.
This includes VMware, Hyper-V, and Azure.
VMware and Microsoft certification preferred.
Knowledge and experience with design, implementation and support with Two-Factor Authentication.
Knowledge and experience with design, implementation and supporting load balancing/acceleration solutions (Cisco, Citrix and F5).
Knowledge and experience with firewall implementation and security rules.
Knowledge and experience with Active Directory and Active Directory Federated Services (ADFS).
Strong F5 skillset - Preferably F5 Certified Technology Specialist or Certified Solution Expert, F5 Edge Protection, Experience in F5 LTM - VIP, Server Pools, Health Checks, Strong experience in customizing Application Delivery with rules, Understanding of NAT (Network Address Translation) and SNAT (Source Network Address Translation), Managing application health and server status, SSL Offloading, TLS security and cipher management, BIG-IP Access Policy Manager (APM) in a DoD environment.
Three (3) years’ experience in providing high level network design and implementation skills and combine technical intelligence with communication and presentation abilities.
Three (3) years’ experience in leading a project in Design, Implementation, and Support.
Two (2) years’ DNS experience with understanding of DDoS mitigation practices.
Desired Education for this Role: Bachelor's Degree Per DoD Directive 8570.
1M or successor, this position requires IAM Level II (or equivalent) or higher.
Maintain Microsoft Certified: Azure Cybersecurity Architect Expert, as well as either a Juniper Network Expert (JNCIE-SEC) or Cisco Expert (CCIE Security) Certifications.
AWS Certified Advanced Networking – Specialty preferred.
