Matrix New World Engineering is seeking a driven and collaborative Project Controls Manager to join our growing Program Management group supporting our larger clients across the US.
As a key member of our team, you will lead and supervise staff performing schedule control, independent estimating and document control activities for large capital construction projects.
You will lead in drafting and/or updating project controls policies or procedures and support continuous enforcement and improvement efforts.
The Project Controls Manager will report directly to the Matrix Senior Project Manager but be responsible to oversee and manage all project and program scope, schedule, budget and document controls.
Specific responsibilities include, but are not limited to: Establishes and manages the project controls staff assigned to the project, including budget/cost estimating, scheduling, document control, risk management and claims analysis functions.
Develops, publishes, and implements guidelines, manuals, and documents for use by Project staff including the Project Management Plan, Project Controls Manual and Monthly Project Progress Reports.
Ensures compliance with Matrix project management standards and policies, third-party requirements, industry best practices, or project-specific requirements in the delivery of project control functions.
Performs project controls tasks in close coordination with project management team and ensures assigned scheduling and/or cost control support staff do the same.
Develops and oversees maintenance of an automated system that allows for the efficient capturing, storing, retrieval, and reporting of technical and business information including cost and schedule status.
Develops, implements, and enforces document controls procedures for the project management team that allows for the correct and efficient filing and retrieval of documents - including the administration, filing, and archiving of engineering, procurement, and construction documents, reports, deliverables, invoices, and other business policies and procedures.
Works with Project team to develop integrated master schedule, master risk register, and spend forecast using standard tools.
This integrates external cost and schedule data including information from vendors, contractors, and external entities as necessary to enable accurate performance reporting.
Performs review and analysis of contractor or third-party baseline and schedule updates, including constructability, risk analysis, critical path analysis, qualitative or quantitative schedule quality assessments, and/or delay and Time Impact Analysis as required.
Trains and mentors junior team members with schedule management and project controls responsibilities tools, techniques, and best practices.
Education/Experience Requirements: Bachelor's degree in engineering, finance, business, or equivalent.
3+ years of relevant supervisory-level experience in construction project scheduling or cost control.
5+ years' experience in construction project scheduling and project controls for projects >$10M.
5+ years direct hands-on experience as a scheduler using Primavera scheduling software to develop and maintain multi-discipline schedules and have the ability to scrutinize consultant's/contractor's submitted schedules for CPM abnormalities.
Knowledge of principles and practices of construction project management through all phases of the construction project lifecycle Understanding of principles and practices of construction contract administration, contracting methods and types; standard conditions of construction and engineering contracts Familiarity with business processes, techniques, and procedures related to project cost engineering / cost management and cost estimation in large and/or complex construction projects.
Knowledge of advanced planning and scheduling tools, methods, techniques, standards, and best practices, including resource management, progress measurement, and earned value management for construction or engineering projects.
Highly skilled in Excel and PowerPoint.
Knowledge of advanced schedule forecasting and analysis techniques such as Monte Carlo schedule risk simulations and time-impact analyses Experience leading, motivating, selecting, supervising, training, and evaluating developing staff.
May require up to 50% domestic travel based upon project needs/client requirements.
