*POSITION SUMMARY:* This contract position will provide business support to investigators and study teams initiating and conducting clinical trials.
This includes conducting Medicare coverage analysis, maintaining contract records in compliance with institutional research sponsor policies and use the EMR and clinical trial management system to document the status of all steps pertaining to budget and coverage analysis.
The Billing Specialist will work on studies of diverse scope where analysis of data requires thorough understanding of complex regulations and medical coding procedures.
The Billing Specialist will work with the research and finance team to Develop budgets for clinical research studies, negotiating payment terms with industry and nonprofit sponsors, and providing clinical research infrastructure/services.
Works to increase efficiency, transparency and implement improvements throughout the entire clinical trial pipeline process, as well as develop and provide access to dashboards and regular reporting to leadership and stakeholders.
Services improve compliance and enable a more rapid activation of clinical trials to increase and improve patient care and provide cutting edge treatment opportunities for our patients and advance our research mission.

*Essential Functions Statement(s): * * Creating new budgets in Excel based upon cost and charge information, Collecting input from other departments, analyzing each clinical trial protocol to provide a detailed offer while meeting established metrics surrounding each budget.
* Negotiating budgets with Sponsors/CROs/Sites to result in a favorable overall result, while establishing and maintaining business relationships for future negotiations.
* Maintaining and effectively communicating to executive management statuses for all assigned budgets.
* Proactively communicating and soliciting input from clinical teams, management, and others to receive timely clarification on protocol specifics, standard of care, billable items and other nuances affecting the budget.
* Reviews and processes all applicable protocol amendments.
* Reviewing clinical trial agreements and contract amendments received from pharmaceutical sponsors or contract research organizations.
* Collaborating with Legal team and other departments to ensure interests are clearly identified.
* Maintains effective communication with the support teams on statuses for all assigned research budgets and agreements.
* Serving as Site Liaison and point of contact for budget and contract issues for designated sites.
* Interfacing with finance team to understand the requirements and ramifications of budget design on study accruals and receivables.
* Performs other duties and projects as assigned.
* Create and distribute research study invoices and collection of payment from sponsors to meet the requirements of the CTA.
* Support the research program and patients to track and pay patients stipend by following specific protocol contract terms for travel and stipend reimbursements.
* Support the finance team with AR and AP as they relate to the clinical trials.

*EDUCATION AND EXPERIENCE:* * Bachelor's degree in related areas or equivalent experience/training in related areas.
* Knowledge of GCP/ICH, FDA, OHRP, HIPAA policies * Knowledge of Generally Accepted Accounting Principles (GAAP).
* 1+ years of experience in budget negotiation preferred.
*SKILLS AND ABILITIES* * Excellent interpersonal skills to deal effectively with clinicians, patients, administrators, auxiliary personnel, regulators, monitors and sponsors.
Ability to manage significant volume of transactions * Ability to perform complex financial analysis and customized reporting * Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports * Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas * Maintains current knowledge of and ability to interpret and apply sponsor, institutional and departmental policies.
Knowledge of current compliance regulations in all areas of research administration * Strong writing skills in a variety of styles to draft persuasive text for a variety of audiences while ensuring adherence to funding sponsors guidelines * Excellent computer skills and facility with using MS Excel (sorting, pivot tables, filtering, basic formulas) * Working knowledge of invoicing, tracking account payable/ receivable, and clinical research budgets Provides a safe environment for patients, families, and clinical staff always through compliance with all federal, state, and professional regulatory standards as issued through OSHA and the CDC.
