MOHELA is currently searching for an outstanding individual for the position of Assistant Director - Federal Contracts MOHELA offers excellent benefits, including * Medical + Dental + and Vision coverage one month after hire * 401K with dollar for dollar match up to 8% of salary after 6 months * Fully vested company paid pension after 5 years (if reside in MO) * Tuition reimbursement up to $12,000 per year after 3 months * Dependent child tuition reimbursement after 3 months General Overview of Duties: * Within the Authority’s financial constraints, and in compliance with laws governing the Authority’s operations this position directs activities of contracting and non-contracting staff involving highly complex contractual arrangements of strategic importance to MOHELA.
Assists the Director to provide oversight for the identification, development, implementation and ongoing activity for the entire range of contract formation, negotiation, and administrating policies and processes, and federal operations that are in accordance with customer and business objectives, regulations and requirements for applicable business lines/programs.
Initiate, build, maintain and grow relationships with the Federal government and other participants related to government contracting and student loan services.
Provide oversight for the planning, design, and implementation of new and existing systems, processes and procedures relative to the servicing associated with federal contracts.
Directs and provides oversight for full scale business plans with detailed goals, deliverables and scope.
Provides cross-functional business teams with guidance, leadership and decisions to move the organization forward to gain efficiencies, reduce cost, to be in compliance, reduce enterprise risk while meeting customer and business needs.
Develops annual budget for the Federal Contract department.
Directs and promotes cost cutting measures in an effort to break even and make a profit for responsible business lines/programs and MOHELA.
Influence business decisions through strategic modelling.
This position is also responsible for the short, intermediate and long-range planning activities organization-wide and the broad stewardship of MOHELA’s mission.
Essential Duties and Responsibilities: 1.
Contracts- Oversee all federal student loan contract and subcontracts.
Administer contracts for federal government business in accordance with company policies, legal requirements, and government specifications/regulations.
Serve as the subject matter expert on Government contracts and subcontract agreements.
Develop strategies with the Director of Federal Contracts to ensure competitive profitable proposals.
Identify and track all deliverables for the Government to assure timely delivery of the items in accordance with the level of quality and the methods expected by the Government.
* Lead negotiations of contracts and changes with vendors and clients.
Provide guidance on complex requirements of the Requests for Proposals, contracts and subcontracts, and continual review to ensure that all terms and conditions are met while identifying areas of risk.
Prepare and disseminate information regarding contract status, compliance, and modifications.
Directs teams of contract support personnel at multiple locations.
Meets with personnel to formulate and review task plans and deliverable items in accordance with requirement changes, regulation changes and SOW.
Ensures conformance with project task schedules and resources.
- Contact/Liaison with Government Program - Serves as a point of contact/liaison with Government program authorities and representatives and internal decision makers impacting Federal Operation services.
Directs program activities to meet client and organization work objectives to meet Government expectations, complete activities, negotiate tasks, and solve problems.
Regularly briefs senior management and department management on program status and changes.
In collaboration with the Director, this position assists with oversight of acquisitions, federal operations, program/project resources and controls financial and administrative aspects of the program/project with respect to contract requirements, regulations and law.
- Business Line Profitability - Responsible for advising and developing strategy with the Director to increase profitability and sustain revenue growth of programs.
Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits, and developing/delivering performance metric-based reporting.
Oversees preparation, reviews and approves technical and cost proposals.
Oversees program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement.
Coordinates and monitors sub-contractor activities.
Maintain a detailed knowledge and understanding of the entire book of business including, contracting, strategies, customer designations, rebates, corporate initiatives and systems.
Influence key stakeholder decisions within MOHELA relating to the federal operations and contracts.

Government and Industry Relationship Management – Assist the Director to oversee, participate, and maintain positive relationships with Government and industry officials.
Gain knowledge of current trends, practices and legal requirements in the field of Government contracting and accounting.
Note and inform senior staff, as needed and directed by the Director of changes as they occur relevant to federal student loan contracts.
Responsible for identifying and engaging on strategic opportunities, developing new clients, and driving new capabilities.

Regulatory Leadership and Oversight - In coordination with the Director, develop and successfully execute regulatory strategies, plans and processes related to program management/business line ownership.
Accountable for project-related and program-related communications and interactions with applicable authorities, federal agencies and key opinion leaders.
Partner with project teams and other groups to ensure required regulations and requirements meet business needs.
Ensures an aligned regulatory position is reached and communicated for all key issues for program management/business line projects, and that these regulatory positions supporting the business are communicated and executed.
Ensure all contract activities are in full compliance with legal and governmental requirements including but not limited to Federal Acquisition Regulation (FAR) and Federal Information Security Management Act (FISMA), Consumer Laws and the Higher Education Act.
Assist with directing policy and procedure creation and changes related to business line student loan servicing.

Strategic Planning - Actively contribute to the strategic planning efforts of the Authority.
Partner with senior management of business lines and operations to create strategic initiatives to identify, design, develop, implement and support innovative and cost-effective solutions.
What Experience You Will Bring: * Bachelor's degree from four-year college or university.
Graduate Education Preferred.
Comprehensive knowledge of MOHELA’s loan portfolio, department operations, and loan servicing environments with at least ten years of student loan experience.
