*Opportunity Available: Contract Compliance Analyst*
*General Statement of Duties:*
Responsible for the critical review, analysis and monitoring of Federal Student Aid’s (FSA) contract requirements, loan program regulations and applicable laws to ensure that MOHELA continually remains in compliance.
Communicate information face to face, electronically and through the publication of Bulletins essential information or changes related to the regulations, requirements or FSA contract.
*Essential Duties and Responsibilities:*
* *Change Requests and Servicer Guidance - *Review, analyze, process, and coordinate change requests and servicer guidance received from FSA and/or PHEAA.
Coordinate internal review and gather supporting documentation for MOHELA’s Impact Analysis, Cost Proposal, and Validation Artifacts.
Develop the required Impact Analysis, Cost Proposal, and Validation Artifacts for submission from MOHELA to FSA within the guidelines of FSA Change Management Process.
Responsible for monthly reporting, tracking, monitoring, and invoicing.
* *Contract Compliance - *Examine, analyze, monitor and communicate FSA contract performance and changes to continually meet requirements including but not limited to FARs, EDARs, Certs and Representations, Executive Orders, Regulations and Requirements.
Understand and communicate the interrelation of each.
Communicate through the publication of Federal Bulletins information or changes related to the requirements of the contracts.
* *Contractual Related Documents - *Review, comment and approve contractual related documents including final approval of documents.
* *Invoicing - *Collaborate with departments to acquire supporting documentation for billable costs related to change requests for Federal Student Aid invoicing.
Review and reconcile invoicing for the MOHELA team based on supporting documentation.
* *Communication* - Create and distribute written communications highlighting contractual and compliance changes.
Effectively interact with other MOHELA staff and external parties for the purpose of gathering and providing information related to federal servicing.
Create and present reports to management on contract compliance related items, processes, problems and solutions.
Effectively and professionally communicate with all business partners.
In the absence and at the direction of the Federal Contract and Program Senior Manager, communicate with individuals within Federal Student Aid.
* *Contract Department Liaison - *Provide guidance to MOHELA staff by assisting them with efforts to modify operational and financial procedures as a result of contractual, law, regulatory, or internal processing changes.
Review, analyze, research, and respond to Contractual questions or issues.
Research support includes but not limited to the Contract, Regulations, Requirements, FARS and EDARS.
* *Industry Participation* - Participate as a Federal Contractor in Industry workgroups and committees related to Federal servicing and contracting.
Monitor, coordinate internal review and submission of comments on proposed rule-making and form changes available for public comment as it relates to Federal Servicing.

*Education/Experience*: 1 year of experience with MOHELA or similar student loan agency.
Bachelor’s degree or some college coursework completed preferred.
Knowledge of education loan processing and systems.
*Language Ability:* Proven written and verbal communication skills.
Ability to read, analyze, and interpret laws, regulations, requirements, procedures, and legal documents.
Ability to respond to common inquiries from individuals.
*Math Ability*: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
*Computer Skills: *To perform this job successfully, an individual should have personal computer knowledge.
Proficient with Microsoft Office programs including Word, Excel and PowerPoint.
Visio knowledge preferred.
*Other Characteristics*: Proven planning, coordination and organization skills, commitment to quality work, self-motivated, and good human relations skills.
Ability to read, interpret and apply policy and regulations.
Proven track record of working independently, team work, and the ability to adapt when working with others and their schedules.
Ability to manage multiple complex projects.
