*Position Description:* VPC is seeking *candidates for a Hazard Mitigation Grants Specialist position*.
The position provides services for a variety of grants arenas including financial analysis, cash flow management, data management, and audits/report filing.
The ideal candidate would possess 5+ years grants management experience with pre-disaster, post disaster, analysis or implementation, or any other program and with QA/QC on FEMA Public Assistance, Mitigation, or environmental grants.
Proficiency in most of the following areas of responsibility is required: *Responsibilities:* *Technical* * Ensure all grant application rules, policies and guidelines are adhered to in accordance with State and Federal regulations.
* Responsible for quality control, performance reporting, providing the jurisdiction the status of projects.
* Assist with scoping projects and advanced assistance sub-applications.
* Ensure the feasibility, viability, and competitive advantage of proposed projects.
* Assist with cost estimating, cost eligibility, and Project Worksheets (PW).
* Conduct Review of Work Completed and lead QA/QC Reviews * Conduct Project Identification/Formulation/Review; Project Amendment Review; and Specialist insurance review and reconciliations * Provide grants data, benefit-cost analysis, and supporting documentation review related to the HMGP, BRIC, CDBG, FMA, EMPG, and PDM programs.
* Conduct HMGP, PDM, and other Grant application activities such as project application processing, reconciliation of grant funds, and grant closeout processing.
* Establish data management processes to ensure disaster records are ready for FEMA audit.
* Compile documentation to support administrative cost reimbursement requests.
* Implement all aspects of the 404 Hazard Mitigation Grant Program (HMGP) for Hurricanes and other natural disasters.
* Conduct disaster recovery and restoration procurement processes, invoice processing, and disaster cost recovery program assistance tasks.
* Coordinate agency outreach, applicant briefings, the notice of interest process, development of grant applications, post award kick-off meetings, and support through the project implementation phase.
* Possess knowledge of FEMA Grants eligibility and policy interpretation and guidance, ex.
FEMA 2023 HMA Program and Policy Guide.
* Develop financial operating reports on all aspects of the disaster recovery process.
* Possess a general understanding of national emergency management best practices and implementation methodologies to use at the state and local level.
* Evaluate programs against industry best practices including those set forth by FEMA.
* Provide support to client through meeting coordination, facilitation, documentation, and administrative support.
* Provide technical assistance to ensure applciations are properly developed, coordinated, andsubmitted in relation to the clients’ mission and functional roles and responsibilities.
*General* * Drafting memos, letters, and correspondence to internal and external parties, such as audit findings responses and appeal letters.
* Perform in-depth research on a variety of topics to support contract and project tasks, plans, and products.
* Organize and maintain records associated with grants, applications, invoices, and procurement in accordance with the approved file management regulations or systems.
* Provide a comprehensive QA/QC review of all final products to identify errors in language, grammar, spelling, formatting, consistency, and content accuracy.
* Assist in administrative and technical tasks and perform ad hoc assignments as needed.

Position will be remote.
*Qualifications* *Required* * Associates or Bachelor’s degree from an accredited university, preferably in a finance, grants managment, accounting, or business administration field.
* Excellent data and accounting skills.
* Excellent analytical and communications (oral and written) skills.
* Excellent research and writing skills.
* Ability to multi-task and work effectively under pressure and with deadlines.
* Proficiency in Microsoft Word, PowerPoint, Excel, Adobe PDF, and Microsoft/Google Suite products.
* High degree of attention to detail.
* Experience using CRM, SharePoint, Video Conferencing Platforms, etc.
*Employment Classification:* This is a long-term contract position and includes compensation that is competitive in the private market, with an excellent benefits package to eligible employees that includes paid time off, health and dental insurance, short- and long-term disability, and life insurance.
